From 1-3 March 2022, the Border Management Programme in Central Asia, in partnership with the Programme Office of the Organisation for Security and Co-operation in Europe, held a workshop in Bishkek on strategic risk analysis for representatives of the law enforcement agencies engaged in the border management of Kyrgyzstan. The workshop aimed to familiarise participants with the principles and methodology of the Common Integrated Risk Analysis Model used in the European Union (EU) and provide information on a systematic approach to data collection and analysis.
The workshop emphasised the strengthening of cooperation on strategic risk analysis by all agencies involved in the state border management system. A comparative analysis of Kyrgyz and EU best practices was carried out and recommendations for the implementation of a joint strategic risk analysis system were developed.
Strategic risk analysis is a key element for decision-makers at the strategic and political levels. Clear conclusions and recommendations made in joint strategic risk analysis are sufficient grounds for the allocation of finance and structural developments of law enforcement agencies. The European Union’s member states possess broad experience in cooperation and providing joint strategic risk analysis.
