Enhanced the strategic risk analysis capacities of law enforcement agencies in Tajikistan

From 15-17 March, the Border Management Programme in Central Asia, in partnership with the OSCE Programme Office, held a national workshop on strategic risk analysis in Dushanbe for representatives of the law enforcement agencies engaged in border management in Tajikistan. The workshop familiarised participants with the principles and methodology of the Common Integrated Risk Analysis Model (CIRAM) used in the European Union, and provided information on ensuring a systemic approach to data collection and analysis.

This is the second workshop of its kind conducted by the BOMCA Programme in Central Asia, following a similar activity this month in Uzbekistan. The workshop emphasised strengthening cooperation on strategic risk analysis by all agencies involved in the state border management system. During the workshop, a comparative analysis of the Tajik and EU best practices was carried out and recommendations were developed for the implementation of a joint strategic risk analysis system.

Strategic risk analysis is a key element for decision makers at the strategic and political levels. Clear conclusions and recommendations deriving from joint strategic risk analysis provide sufficient grounds for the allocation of finance to, and structural systemic development of, law enforcement agencies. The European Union’s Member States possess broad experience and providing joint strategic risk analysis and related cooperation activities.
