From 18-20 May in Kazakhstan and 23-25 May in Tajikistan BOMCA carried out a technical mission in order to support the border agencies of both countries in their efforts to improve the efficiency of green border surveillance and develop risk analysis. For this purpose BOMCA invited the expert Mr. Dzintars Pavārnieks, Associate Professor at the Department for Border Guard and Immigration Service State Border Guard College of the Latvian Republic, who met key national partners from the border authorities of Kazakhstan and Tajikistan.
During the meetings the expert presented EU practices in risk analysis and investigation of illegal “green border” crossing, and together with the national partners reviewed and compared the existing national legislation related to green border monitoring with the current EU legislation. Special focuses of the meetings were the legal framework of green border surveillance, searching for violators, technical means, planning of services and appropriate resources.
Based on the meeting’s findings and joint discussions, the EU expert provided concrete recommendations on enhancing the efficiency of existing procedures and monitoring mechanisms in Kazakhstan and Tajikistan as well as on green border surveillance tactics.
