From 1-3 June in Tajikistan and 6-8 June in Kazakhstan, BOMCA carried out technical missions in order to share international best practices on irregular migration management and readmission procedures. For this purpose BOMCA invited experts Mr. Rui Paulo Alexandre Dias Zilhão from the Immigration and Border Service of Portugal and Ms. Anzelika Alika from the State Border Guard of Latvia to meet key national partners from the relevant law enforcement authorities in Kazakhstan and Tajikistan in order to discuss national legislation and advanced international practices on dealing with vulnerable groups of migrants passing through borders, as well as to explore the legislation of the EU countries in relation to working with such migrant groups.
In both countries the meeting format was a mixture of a workshop and roundtable discussions between the European experts on the one hand, and national experts working on the issues of trafficking in human beings and readmission on the other hand. Local counterparts in Kazakhstan were represented by Ministry of Internal Affairs and National Security Committee officials, and in Tajikistan by officials from the Ministry of Foreign Affairs, the Border Troops of the State Security Committee, the Ministry of Interior and the Migration Service of the Ministry of Labour, Migration and Employment. A legal analysis of readmission policies was presented to national experts and was the foundation of the brainstorming session on ways to further advance the legal and institutional framework. Participants also engaged in an in-depth discussion on readmission as well as countering trafficking of human beings.
Based on discussion and exchange of views with the national experts, the EU experts developed and shared with partners recommendations on amendments of specific pieces of the national legislation related to management of vulnerable migrant groups at borders and readmission in line with international best practices.
