Progress of IBM implementation in Kyrgyzstan is assessed during next IAC meeting

On 08 July 2016, BOMCA Programme facilitated the 6th meeting of the Inter-Agency Commission (Commission) on Development and Implementation of the Integrated Border Management (IBM) system in the Kyrgyz Republic, which on high level steers and coordinates the efforts of all agencies involved in implementation of the National IBM Strategy for 2012 – 2022.

The meeting was chaired by Mr. Damirbek Sagynbaev, Head of Defence, Law Enforcement and Emergency Situations Department of the Government Office. It gathered officials from the Ministry of Foreign Affairs, the Ministry of Internal Affairs, the Ministry of Finance, the Ministry of Economics, the Ministry of Agriculture, the Ministry of Transport and Communication, the Ministry of Health, the State Committee of the State Security, the State Border Service, and the State Services on Migration, Customs, and Drug Control. 

The main idea voiced by all the members was the necessity of continuous IBM implementation in Kyrgyzstan by all ministries and agencies concerned in order to reach a new level of border management , which will facilitate legal movement and strengthen border security by countering existing threats of drug trafficking, illegal migration, terrorism and religious extremism. 

During the meeting, representatives of IBM agencies presented information about the state of play of joint implementation of the National IBM Action Plan, and clarified the current status of short- and mid-term tasks. 

BOMCA Regional Manager R. Tiliks presented Latvian example of IBM and related challenges and solutions. Mr. Normunds Rudzitis, BOMCA Component 1 Leader, presented main findings and recommendations of Technical Mission on IBM implementation, held in Bishkek on June 07-10. 

The next meeting of the Commission is planned for the end of 2016. BOMCA has been a regular member of the Commission and National Coordination Center, which is a working body of the Commission.
